Ronald Reagan pursued a policy toward the. Almost ten years after Ronald Reagan left office as president, the legacy of his administration continues to be studied. What is almost indisputable is that the changes in public policy that were implemented during the 1. American domestic policy. This would require a realignment of the political economy so as to weaken labor unions and the social safety net. With this coalition, Reagan was able to bring about a number of reactionary changes in public policy (Alford, 1. This paper provides an illustration of this co- optation by examining the policies regarding involuntary commitment of the mentally ill. The shifts in such policies were not the result of overt attempts at change, but rather part of an overall effort to. The overall result was that political discourse shifted from a focus on social policy to a focus on fiscal policy. As such, social programs that necessitated financial outlays on the part. Still, the administration did not, and perhaps could not, act in isolation and without public support. But they didn't have to. By the middle of the 1. Mental Health Care System was n. Lobbying on the part of special interest groups and a commitment on the part of President Jimmy Carter led to passage of the Mental Health Systems Act. With the planned transfer of responsibility for the mentally ill to the states, reformers needed to build coalitions of fiscal conservatives concerned with the cost of social programs; . The industrial economies of Western Europe and Japan were by and large devastated by the war. As a result, American firms found little competition abr. During this period of economic hegemony, American companies were able to make con. With record corporate profits and rising standards of living, the United States government passed a series of liberal reforms throug. Among these reforms was the passage of the Civil Rights Act, various social welfare programs, the construction of the interstate highway system, and the deinstitutionalization of the mentally ill. During the late 1. Europe and Japan began to give American companies stiff competition in the world. In order to increase profits, many American firms attempted to become more comp. Bluestone, 1. 99. In addition. , the reduction of corporate taxes was pursued with a renewed vigor (Barlett and Steele, 1. In order to reduce corporate taxes, it was necessary to reduce the size of the welfare state. This objective was carried out by the Reagan administration (Abramovitz, 1. After taking office in 1. Reagan appointed anti- union officials to the National Labor Relations Board, . Reagan himself pursued such a policy when he fired eleven thousand striking air traffic controllers in 1. Regulations designed to protect the environment. Abramovitz, 1. 99. Barlett and Steele, 1. Programs designed to help the poor were also characterized as . Thus, to effect a change in the political economy, Reagan was able to win major concessions regarding social policy that continue today. By taking away the safety net, the working class was effectively neutralized: workers no lo. Business was thus free to lower wages, benefits, and the length of contracts. The overall result was that the av. American dropped even as the average number of hours at work increased (Barlett and Steele, 1. Schor, 1. 99. 2). It should be understood that a realignment of the political economy did not require the complete dismantling of the welfare state - - although ideally this would be the case. Rather, the welfare state had to be rearranged in a way favorable to business. Among the policies in need of reform to suit the corporate agenda were those that affected the mentally ill. The funding cuts that altered these policies were part of the overall attempt to alter the political economy in a way that would be more profit. Within the scope of the cutbacks, interest groups operated both in opposition and in support of the changes, both within and outside the government. A result of this policy was that the mentally ill patient who refused treatment typically did not receive any at all. If the patient had lost contact with family members. Often, those arrested ended up in jail rather than in treatment if they had not been found to be a threat but had committed a crime (Abramson, 1. Conrad and Schneider, 1. On. e result was a high degree of stress and frustration experienced by the relatives of the patient. Throughout the 1. Professional organizations also joined the backlash against the liberal era reforms of commitment regulations. One obvious reason for this is self- interest. When some mentally ill patients do not receive treatment, mental health professionals have lost. These professionals as a group have much to gain in terms of patients and income if the laws governing involuntary commitment are expanded to include those patients who refuse help but do not pose a serious threat to. Perhaps more important than self- interest is the burden that deinstitutionalization put on mental health practitioners. Time spent in court took away time spent with patients. Moreover, the medical profession saw themselves as being second- guessed by o. The treatments that psychiatrists and psychologists viewed as necessary for the well being of the patient often could not be applied because of the legal rights of the patient. Invo. luntary commitment would force those who needed care into the hospitals and force patients to keep appointments and take medication. Without commitment, these things were more difficult for the practitioners (La Fond and Durham, 1. Critics of Community Mental Health charged that in the rush to shrink the state hospital population, many patients were released prematurely (Robitscher, 1. Yarvis et al, 1. 97. Groups representing mentally ill patients also organized, but generally did not have the success that groups representing their families and practitioners had. Organizations representing patients, such as the Mental Patients Liberation Front and the Na. I am still very impressed with this units performance with hi- def recordings that this very inexpensive converter box offers, and all my previous comments apply with some revisions and additional information from my weeks worth of use. In my comments above I said that the performance is amazing considering the cheap parts used, that was a bit harsh I feel, the fact that they can offer so much performance for so little money, and for so few/inexpensive parts still amazes me, and by parts I mean the inexpensive capacitors used, which is totally consistent and expected with the cost of this units mark- up/resale etc., hopefully the reliability is good, obviously, too soon to tell for me, but so far so good. The users manual says that this '; box has a 7 day EPG (electronic program guide), from what I'; ve seen, this only gives you about 1. I have seen a few stations that went out to 2. I will post additional comments/observations when I feel it would be useful for Solid Signals customers, hopefully my comments/impressions help, by for now. But i am still trying a few more things. This was a great deal and by adding an inexpensive hard drive we have the capacity to record several shows and program it to work when we're unable to be home. And we didn't have to buy a dvr that charges for a monthly service to accomplish that. I have only a couple minor complaints. One is that you can't set the time it's automatic and you have to have the right settings for it to work, we had a few problems with that around daylight savings time, but as long as you're aware of that you shouldn't have a problem. Another is we have had a couple instances where it dropped programs from the schedule, I have no idea why. Whether weekly or daily, they'd be recording as scheduled and then suddenly they just weren't in the recording schedule list and we had to add them back in. So now that we know that can happen, we just make a check every so often to make sure the schedule is up to date. One more little thing is that it occasionally starts to record things 5 minutes before schedule, so I just set it to go 5 min. Once we figured out the few little problems with this I am so happy I made the choice to buy it. Even if you can't watch other t. I wish it could record more than one channel in the same time frame, but I am Happy with the results I get. My portable USB Harddrive is working fine with the DVR. It found more TV Channels than my TV did. No reason now to miss the soap opera. I think I'll get another for the other TV so I can record two shows in the same time frame.

Balancing rations for individual amino acids improves feed efficiency. Protein is composed of amino acids. We know that cows require certain amounts of individual amino acids for production. Balancing rations for the individual amino acids rather than for crude protein will help us fine- tune rations and improve feed efficiency. A protein is a chain of 5. There are 2. 0 different amino acids. The cow absorbs and uses individual amino acids rather than protein. Each essential amino acid must be supplied at the intestine from the diet or from the rumen microbes. The cow also requires “nonessential” amino acids but can make them in sufficient amounts to meet needs. The cow takes individual amino acids and combines them in chains with specific sequences to make protein in the form of milk, a calf, or muscle. The cow's protein production is limited by the particular amino acid that is in shortest supply in relation to her requirement for forming the amino acid chains. That amino acid is called the . The “first- limiting” amino acid of any diet will depend upon the amino acid profile of the ingredients in the ration. For dairy cows, it is usually lysine or methionine. Arginine is also a concern. Three different branched- chain amino acids can also become limiting (valine, isoleucine, and leucine). Making protein in the cow is like putting together a big puzzle with many different pieces each going together in a certain order. If the cow has two of the same puzzle piece but is missing a different piece, no matter how hard she tries she will not be able to complete the puzzle. If extra methionine is supplied but lysine is actually the . Rumen microbial amino acids actually contribute about 5. Endogenous contributions are minimal. The goal when feeding dairy cows should always be to maximize microbial amino acid production as much as possible and then, supplement with additional amino acids which are expected to escape rumen fermentation. This strategy provides as economical source of amino acids and, due to growth of the microbial population, digestibility of starch and fiber is increased to provide more volatile fatty acids for energy. Microbial Amino Acids: The amino acid profile of microbial protein is very similar to the amino acid profile of milk. This makes microbial protein a . Predicting the amount of microbial amino acids produced in the rumen is difficult. The amount of microbial amino acids produced in the rumen is dependent on carbohydrate availability in the rumen, synchronization of carbohydrate and protein availability, rumen available fat, rumen p. H, the rate at which rumen contents turn over, and the types of rumen microbes. The NRC (2. 00. 1) predicts microbial protein production from the amount of predicted digested organic matter in the rumen. They use an equation which relates microbial protein yield determined in past studies using intestinally cannulated cows to the adjusted TDN (discounted for fat) content of the diet fed to the cows in each of those studies (Microbial CP (grams) = 1. Adjusted TDN intake (kg)). If the diet is limiting in ruminally degraded feed protein (DIP or RDP), predicted microbial protein production is limited. When intake of RDP is less than 1. TDN predicted Microbial CP yield, then Microbial CP is calculated as 0. RDP intake. The amount of microbial amino acids can then be predicted based on the assumed amino acid profile of the microbial protein. There are still problems with the NRC (2. T he NRC equation ignores the fact that the amount of RDP that is needed by the microbes is dependent upon the amount of energy available for the microbes to use. Adjusted- TDN is an especially poor predictor of microbial amino acid production at higher energy intakes. There are larger differences in rumen carbohydrate and protein availability with those diets. Also, diets designed for high production usually have more rumen available fat. Because of the higher levels of fermentable carbohydrate in high production diets, they result in lower rumen p. H. The extra fat and low p. H both negatively impact microbial growth. Rumen turnover rate increases as dry matter intake goes up. As rumen turnover rate increases, the efficiency of rumen microbial growth also increases. The NRC (2. 00. 1) equations do not adequately account for rumen turnover rate. Products such as yeast culture and other fermentation products can also enhance microbial growth and need to be factored into prediction equations. In order to improve the prediction of microbial amino acid supply, computerized models have been developed to mathematically describe and compile scientific data. The Net Carbohydrate / Amino Acid Model (and CPM Model) has been developed at Cornell University , the University of Pennsylvania , and Miner Institute. It is being used on farms by some nutritionists. This model classifies the microbes as either fiber or non- fiber digesters. These microbes are predicted to grow and produce microbial protein differently based on predicted available carbohydrate supply, amino acid supply, and rumen p. H. Carbohydrate and amino acid supply in the rumen are predicted based on rates of digestion and rates of passage of feeds. Because the Model takes into account more of the factors that affect microbial growth, it has the potential to do a better job than the NRC equations in predicting microbial amino acid supply. The amino acid composition of the microbial true protein is fairly constant and doesn't change much with diet. Rumen Undegraded Dietary Amino Acids: Rumen undegraded protein (UIP) contributes a significant but variable supply of amino acids to the small intestine. The amino acid profile of the UIP can be very good, such as in animal proteins like fishmeal or blood meal. However, some rations which appear to be adequate in amount of UIP arriving at the small intestine may be marginal in certain amino acids. For example, corn is known to be low in lysine. A high- producing cow's production may be limited by lysine if most of her UIP is supplied from corn distillers' grains or corn gluten meal. A blend of UIP sources which includes some corn, soy, and animal protein should more adequately provide the cow with amino acids in the proportions needed to manufacture milk and meat proteins. Amino Acid. Good Source. Methionine Fish meal, Corn Gluten Meal, Rumen Bypass Methionine Lysine Blood Meal, Fishmeal, Processed Soybean, Rumen Bypass Lysine. Arginine Feather Meal, Fishmeal, Processed Soybean. The amount of dietary amino acids that the microbes digest is a function of the competition between the rate at which the microbes can digest the protein and the rate at which the protein passes out of the rumen. Many feed companies and common computer feed programs use set degradability values for feeds. These values are obtained by incubating the feed in the rumen (in situ) or in a buffer solution and enzyme for the amount of time that the feed would be expected to be in a cow's rumen (1. But, the true UIP of a feed will not always be the same because the rate of passage of that feed will vary according to the amount of feed the cow eats. The higher the dry matter intake, the faster a feed will pass through the rumen. UIP is most correctly calculated as a function of the rates of degradation and rates of passage. To predict degraded feed protein (DIP or RDP) and undegraded feed protein (UIP or RUP), the NRC (2. A, B, and C). The A fraction is assumed to be entirely degraded in the rumen. The C fraction is not degraded in the rumen. The amount of B fraction digested in the rumen is a function of its predicted rate of digestion (derived from in situ data) and its predicted rate of passage (estimated based on dry matter intake, percentage dietary concentrate, percentage dietary NDF and feed moisture content). The digestibility of undegraded feed protein varies by feed source in the NRC (2. In the Net Carbohydrate / Amino Acid Model, proteins are fractionated into 4 rumen available fractions. Rates of degradation are assigned to each of the four fractions and rates of passage are assigned to each feed. UIP is calculated as a function of the rates of degradation and rates of passage of each protein fraction. The rumen microbial population varies with the diet being fed. This can affect rumen protein degradation and estimates of bypass amino acids. In a study conducted at Miner Institute (de Ondarza and Sniffen, 2. DIM) and a late lactation cow (1. DIM) were fed diets expected to produce different microbial masses and rumen environments. The amount of protein removed from feeds by the rumen microbes in eight hours was determined using the in situ (dacron bag) procedure. Differences in rumen degradability of proteins were found between diets. For example, when roasted soybeans were degraded in the late lactation cow, about 6. CP disappeared. But in the early lactation cow consuming a higher ratio of concentrate to forage, an average of 7. CP disappeared. These differences were statistically significant but the differences were not consistent among different feeds analyzed. The amino acid profile of the undigested dietary protein will not be the same as that of total protein consumed. The microbes preferentially use some amino acids and leave a higher percentage of other amino acids undigested. |
